The Zila Sainik Welfare Office (ZSWO), Tura is located in Tura, West Garo Hills District, Meghalaya, within the office premises of the Deputy Commissioner, West Garo Hills. The establishment of the Zila Sainik Welfare Office, Tura was sanctioned by the Government of Meghalaya under the leadership of Shri Conrad K. Sangma, Hon'ble Chief Minister of Meghalaya and President of the Rajya Sainik Board, Meghalaya. The office was formally inaugurated by him on 10 June 2019.

Prior to the establishment of the Zila Sainik Welfare Office, Tura, all documentation and welfare-related matters concerning Ex-Servicemen (ESM), widows, and their dependents residing in the Garo Hills region were handled by the Zila Sainik Welfare Office, Shillong. Owing to the considerable distance between the Garo Hills region and Shillong, it was difficult, time-consuming, and financially burdensome for beneficiaries to visit the office in person.

To address this challenge, a Welfare Organiser was stationed at the Office of the Deputy Commissioner, Tura, to receive applications, documents, and other welfare-related requests from Ex-Servicemen, widows, and their dependants. These documents were subsequently forwarded to the Zila Sainik Welfare Office, Shillong, for processing. However, the arrangement was cumbersome, time-consuming, and resulted in delays in the delivery of welfare services.
